The 28th Recipient: The University of Cambodia (UC) was indeed pleased to recognize and honor H.E. Mr. José Manuel Ramos-Horta, 1996 Nobel Peace Laureate and President of Timor-Leste, with its twenty eighth Honorary Doctorate in Political Science in 2010.
